Rules of Conduct for Spectators during Home Matches of FC Zenit Teams with Additional Requirements Established by JSC FC Zenit at the Stadium of the Training Center of the Football Club Zenit


When attending matches of FC Zenit (hereinafter also referred to as the “Club”), spectators are obliged to comply with the requirements of the Rules of Conduct for Spectators during Official Sports Competitions (approved by Decree of the Government of the Russian Federation dated December 16, 2013 No. 1156), as well as additional requirements established by the Club in Section V of these Rules (hereinafter jointly referred to as the “Rules”). Failure to comply with the Rules entails liability under the legislation of the Russian Federation and these Rules.

I. General Provisions 

1. These Rules establish the procedure for the conduct of spectators, their rights and obligations during official sports competitions.
2. For the purposes of these Rules, the following basic concepts are used: 
“entrance ticket” – a standard document established by the organizer of an official sports competition confirming the right of a person to attend an official sports competition;
“bulky object” – any object the dimensions of which in length, width and height exceed 40 x 40 x 45 centimeters; 
“association of spectators” – a group of persons consisting of more than 20 people supporting one of the participants in official sports competitions, accredited by the organizer of an official sports competition in the manner established by the organizer; 
“sector for active support” – a separate block of spectator seats which is mandatory at the sports facility and is determined by the owner (user) of the sports facility in agreement with the organizer of the official sports competition, intended for support by spectators of participants in official sports competitions, including using support tools specified in the Appendix hereto; 
“support tools” – items that contain information or graphic data, materials for the visual dressing of a tribune or sector, as well as wind devices for sounds that are used or can be used by spectators, except for the items specified in Sub-Clause “l” of Clause 5 hereof; 
“organizer of an official sports competition” – a legal entity or an individual on whose initiative/on the initiative of which an official sports competition is held and/or who/which provides organizational, financial and other support for the preparation and holding of such a sports competition. 
The concepts “spectators”, “managing controller”, “venue of an official sports competition”, “sports facility”, “volunteer” are used in these Rules in the meaning defined by the Federal Law “On Physical Culture and Sports in the Russian Federation”.

II. Rights and Obligations of Spectators, as well as Prohibitions Applicable to Spectators during Official Sports Competitions 


3. During official sports competitions, spectators shall have the right to: 
a) respect and protection of the personal dignity by the organizers and participants of official sports competitions, owners (users) of sports facilities and persons ensuring the protection of public order and public safety during official sports competitions; 
b) timely receipt of the necessary and reliable information about the procedure for staying at the venues of official sports competitions and leaving them, about restrictions and prohibitions related to attending official sports competitions; 
c) provision of necessary medical care in cases and in the manner established by the legislation of the Russian Federation; 
d) enter the venues of official sports competitions to watch an official sports competition subject to availability of an entrance ticket to such a competition or a document replacing it (including accreditation or invitations), except for the cases where an administrative ban has been imposed on the spectator in respect of visiting the venues of official sports competitions on the days of their holding in accordance with the Administrative Offence Code of the Russian Federation. Entering the venues of official sports competitions implies the acceptance and voluntary observance by spectators of the requirements established by these Rules which are valid during the entire time the spectators are at the venues of official sports competitions; 
e) stay at the venue of an official sports competition during the entire duration of such a competition; 
f) use of all services provided at the venues of official sports competitions by the organizers of official sports competitions, owners (users) of sports facilities and other persons authorized by the organizers of official sports competitions or owners (users) of sports facilities for the provision of such services; 
g) occupy an individual seat specified in the entrance ticket or in the document replacing it (except when the ticket or document replacing it does not guarantee an individual seat) from which the visual field of view is not limited and which is maintained clean and in order; 
h) access to an individual spectator seat with soft drinks in plastic or paper cups and food purchased at specialized outlets located at the venues of official sports competitions; 
i) bring the following items to the venues of official sports competitions and use them during such competitions: personal belongings not prohibited by these Rules; support tools that meet the requirements provided for in Clause 7 of these Rules; 
j) support participants in official sports competitions while standing in the absence of objections from other spectators; 
k) go to the venue of an official sports competition and/or to the territory adjacent to it by a private vehicle, as well as to a parking lot if there is a vehicle pass issued by the organizer of an official sports competition or the owner (user) of the sports facility; 
l) use of toilet rooms (bathroom stalls) located in the venues of official sports competitions, free of charge; 
m) safety of personal belongings handed over to the storage room located at the sports facility; 
n) assistance of volunteers, managing controllers and other persons involved in the organization of an official sports competition by the organizers of official sports competitions, owners (users) of sports facilities, including obtaining information from such persons about the services provided, the location of spectator seats, entrances and exits at the venues of official sports competitions, as well as to assistance with evacuation from the said places.
 4. During official sports competitions, spectators are obliged to: 
a) present to the managing controllers an entrance ticket, as well as an identity document in cases established by a decision of the Government of the Russian Federation at the entrance to the venue of official sports competitions, take an individual spectator seat specified in the entrance ticket or a document replacing it, except for cases when a ticket or a document replacing it does not guarantee an individual seat; 
b) when going to the venue of an official sports competition and/or to the territory adjacent to it by a private vehicle, present to the controllers a vehicle pass issued by the organizer of an official sports competition or the owner (user) of the sports facility; 
c) when going or driving to the venue of an official sports competition and/or to the territory adjacent to it, undergo a personal inspection and provide personal belongings for inspection; 
d) hand over bulky items to the storage room, except for cases when taking of bulky items to the venue of an official sports competition is coordinated with the organizer of the official sports competition; 
e) while staying at the venue of an official sports competition, observe public order and the requirements established by these Rules; 
f) behave respectfully towards other spectators, organizers and participants of official sports competitions, owners (users) of sports facilities and persons ensuring the protection of public order and public safety at the venues of official sports competitions; 
g) immediately notify managing controllers and other persons ensuring public order and public safety during an official sports competition of detection of suspicious objects, violations of public order, smoke or fire, the need for medical assistance to persons being at the venues of official sports competitions; 
h) not cause property damage to other spectators, organizers and participants of official sports competitions, owners (users) of sports facilities and persons ensuring the protection of public order and public safety during official sports competitions, treat the property of the sports facility with care, and keep it clean; 
i) comply with the legal requirements of the representatives of the organizer of the official sports competition, the owner (user) of the sports facility, managing controllers and other persons ensuring public order and public safety during official sports competitions; 
j) upon receiving information about evacuation from the venue of an official sports competition, act in accordance with the instructions (directions) of persons ensuring public order and public safety during official sports competitions, in accordance with the fire safety rules and the approved evacuation plan, keeping calm and not creating panic. 
5. Spectators at the venues of official sports competitions are prohibited from: 
a) being in a state of intoxication that offends human dignity and public morality; 
b) carrying out actions that pose a threat to their own safety, life, health, as well as the safety, life, health of other persons being at the venue of an official sports competition or in the territory adjacent to it; 
c) throwing objects in the direction of other spectators, participants in official sports competitions and other persons being at the venue of an official sports competition or in the territory adjacent to it; 
d) insulting other persons (including using banners, posters, signs and other means of visual campaign) and performing other actions that discredit honour, dignity or business reputation or are aimed at inciting hatred or enmity, as well as humiliating the dignity of a person or group of persons on the grounds of sex, race, nationality, language, origin, attitude to religion; 
e) hiding their faces, inter alia using masks, except for cases specially established by the organizer of an official sports competition, as well as disguise or other items specially designed to make identification difficult; 
f) violating public morality and standards of conduct by exposing private parts while at the venues of official sports competitions; 
g) entering the venue of an official sports competition or the territory adjacent to it, and the areas not specified in the entrance ticket or in a document replacing it (service rooms, areas for guests of honour, places intended for representatives of the mass media), access to which is restricted by the organizer of the official sports competition and/or the owner (user) of the sports facility; 
h) being on the stairs during the official sports competition, interfering with movement in the areas of the venues of official sports competitions intended for evacuation, including in the aisles, exits and entrances (main and emergency ones); 
i) putting inscriptions and drawings on structures, buildings, facilities located in the venues of official sports competitions, as well as placing foreign objects near them without the appropriate permission of the organizers of the official sports competition or the owners (users) of sports facilities; 
j) entering the venue of an official sports competition with animals or birds, except for muzzled guide dogs; 
k) holding public events not provided for by the regulations of an official sports competition; 
l) bringing the following items to the venue of an official sports competition and using them: weapons of any type, including self-defense ones, and ammunition, piercing or cutting objects, other objects that can be used as weapons, explosive, poisonous, toxic and pungent substances, radioactive materials; flammable and pyrotechnic substances or products (except for matches, pocket lighters), including signal flares, fireworks, firecrackers, gas cylinders and objects (chemical materials) that can be used to make pyrotechnic products or smoke; other substances, objects, products, including home-made ones, the use of which may lead to smoke, ignition; devices and products, including home-made ones, that are not pyrotechnics and are used for scattering, spraying various materials and substances (pneumatic crackers); dyes; wind devices for sounds (including vuvuzelas), except for horns and pipes; alcoholic beverages of any kind, narcotic and toxic substances or stimulants; soft drinks in glass or tin containers, as well as in plastic containers with a volume of more than 0.5 liters; propaganda materials of an extremist nature or containing Nazi emblems or symbols or emblems or symbols of extremist organizations; technical means capable of interfering with the holding of an official sports competition or its participants (laser devices, lights), radio stations, sound amplification means (except for the support tools specified in the Appendix to these Rules); bulky items that interfere with other spectators, unless such items are coordinated with the organizer of an official sporting event; 
m) illegal trading (including selling entrance tickets or documents replacing them), distributing products of a political, religious or racist nature (including posters, leaflets, booklets) in any way. 
6. In case of identification of an individual (including through video surveillance systems) in respect of which a court decision on an administrative ban on visiting venues of official sports competitions has come into force, the organizer of the official sports competition and/or managing controllers shall be entitled to refuse entry to such a person or expel him/her from the venue of the official sports competition canceling the entrance ticket or a document replacing it, without refunding its cost. The organizer of an official sports competition and/or managing controllers are obliged to explain to the said person the reason for the refusal to enter or expelling from the venue of the official sports competition and transfer the said person to representatives of the territorial body of the federal executive authority in the field of internal affairs responsible for ensuring public order and public safety during an official sports competition. 

III. Support Tools 


7. Support tools taking of which to the venues of official sports competitions does not require prior approval from the organizer of the official sports competition, must comply with the following requirements: 
a) contain no inscriptions of a political, extremist, provocative or advertising nature, insults, obscene words or images;
b) contain no Nazi emblems or symbols or emblems or symbols of extremist organizations, as well as emblems or symbols confusingly similar to them; 
c) not be aimed at insulting the honour and dignity of participants, spectators and/or organizers of an official sports competition; 
d) for banners and flags – not exceed 2 x 1.5 meters, including those on hollow poles not exceeding 1.5 meters in length and 2.5 centimeters in diameter; 
e) not to bring items the use and/or storage of which is not allowed by the legislation of the Russian Federation; 
f) have a translation into Russian of the words and/or expressions contained in the support tools in the official languages of the republics of the Russian Federation and/or foreign languages which shall be certified by a notary public or by the organizer of an official sports competition and is presented by a spectator to an authorized person at the entrance to the venue of the official sports competition. 
8. Support tools that do not require prior approval from the organizer of an official sports competition must be located in places where they will not interfere with other spectators watching the official sports competition. 
9. It is allowed to take support tools specified in the Appendix to these Rules to the sector for active support upon prior coordination with the organizer of the official sports competition in the manner prescribed by Clause 11 of these Rules. 
10. Support tools specified in the Appendix to these Rules that do not meet the requirements established for them are allowed only subject to prior coordination by the association of spectators with the organizer of the official sports competition or a person authorized thereby, as well as with persons ensuring the protection of public order and public safety during official sports competitions. 
11. In order to agree on support tools that do not meet the requirements provided for in Clause 7 of these Rules, an association of spectators shall be entitled to submit a written application to the organizer of the official sports competition not later than 2 working days before the day of the official sports competition, unless another shortened period is established by the organizer of the official sports competition. Support tools that do not meet the requirements provided for in Sub-Clauses “a”–“c” of Clause 7 of these Rules are not subject to coordination. The organizer of an official sports competition or a person authorized thereby to approve the support tools is obliged to notify the applicant in writing of the decision taken within 24 hours of submission of the support tools for approval by the applicant. 
12. For each support tool approved in accordance with the procedure provided for in Clause 11 of these Rules, a spectator association must appoint a representative of the spectator association responsible for its use during an official sports competition, who has proved his/her identity. Information about the person responsible for the support tool approved in the manner prescribed by Clause 11 of these Rules, shall be submitted by the association of spectators to the organizer of the official sports competition or to a person authorized thereby. 
13. The number and placement of support tools approved in the manner prescribed by Clause 11 of these Rules shall be determined by the organizer of the official sports competition or a person authorized thereby. The organizer of an official sports competition or a person authorized thereby is obliged to notify in writing the representative of the territorial body of the Ministry of Internal Affairs of the Russian Federation responsible for ensuring public order and public safety during an official sports competition of the number and locations of the approved support tools at the venue of the official sports competition. 
14. If the organizer of an official sports competition decides to use the sector for active support of one of the participants in the official sports competition, it is not allowed to take support tools for another participant to this sector. 

IV. Final Provisions 

15. Persons not complying with the requirements established by these Rules, or refusing to comply with them, shall not be admitted to the venues of official sports competitions, may be expelled from them or held liable in accordance with the legislation of the Russian Federation. 
16. Control over compliance with the requirements established by these Rules shall be assigned to the organizers of an official sports competition, owners (users) of sports facilities, as well as other persons involved in ensuring public order and public safety at the venues of official sports competitions. 
17. Organizers of official sports competitions and/or owners (users) of sports facilities shall be entitled to establish additional requirements for the conduct of spectators during official sports competitions which cannot contradict the requirements of the Federal Law “On Physical Culture and Sports in the Russian Federation” and the provisions of these Rules. 
18. These Rules shall be placed by the organizers of official sports competitions and/or owners (users) of sports facilities on information boards (stands) in front of ticket offices, in front of the entrances to the venue of an official sports competition, in front of the entrances to grandstand and sectors, and shall be posted on the official websites of all-Russian sports federations and organizers of official sports competitions. 
19. Information about the procedure established by these Rules must be brought to the attention of spectators in Russian, in the case of organizing international sports competitions – additionally in foreign languages, and also, at the discretion of the organizer of an official sports competition – in the official languages of the constituent entities of the Russian Federation and native languages of nations of the Russian Federation. 

20. The list of items prohibited from being taking to the venues of official sports competitions in accordance with Sub-Clause “m” of Clause 5 hereof shall be printed on the entrance tickets. 

V. Additional Requirements Established by JSC FC Zenit

21. Matches of the Club teams (hereinafter referred to as the “Matches”) shall be held at the Stadium of the Training Center of the Football Club Zenit, located at the address: St. Petersburg, Sharova str., plot 30 (hereinafter referred to as the “Stadium”), or at the standby stadium. Information about the venue for the home matches of the Club teams shall be posted on the official website of the Club www.fc-zenit.ru

22. The dates of the matches of the Club teams shall be determined in accordance with the competition calendar and may be changed. In case of a change in the date, time of Matches or cancellation of a Match, the purchased entrance ticket and/or season ticket shall grant spectators the right to attend the rescheduled Match at a different date and time or, at the discretion of the organizer, another event of the Club teams comparable in cost and venue to the canceled Match.
23. Access of spectators to the territory of the Stadium on a match day shall be allowed at least 1 hour before the beginning of the match or at another time period determined by the organizer of the official sports competition.
24. At the Stadium, spectators shall be entitled to occupy only the seat specified in the entrance ticket, including the electronic one, or season ticket, and enter using it only through the appropriate entrance, unless otherwise specified by the Club / organizer of the official sports competition. Should there be objective reasons (the need for works performing, structural changes in the relevant sectors of the Stadium, threat of an emergency, threat to the life and health of citizens, etc.), the Stadium spectators shall be transferred to other places (inter alia to another sector of the Stadium), if such an instruction comes from the organizer of the official sports competition. In case of refusal to transfer, the employees of the control and administrative service of the Stadium shall be entitled to expel such a spectator from the Stadium without providing any monetary or other compensation.
26. It is not allowed to re-enter to the territory of the Stadium on the days of the Matches on the basis of a season ticket, an entrance ticket, including an electronic one. Lost tickets are non-refundable.
27. At the Stadium of the Training Center of the Football Club Zenit, Sector 1 is the active support section for the fans of the FC Zenit teams, and Sector 5 is the active support section for the fans of the visiting team.
28. It is not allowed to take support tools that interfere with other spectators watching the official sports competition to the sectors of the Stadium that are not sectors for active support, as well as to use them in such sectors.
29. If the fans of the teams take and/or use support tools in sectors not allocated for them, such fans may be expelled from the Stadium, after a prior warning.
30. Persons under the age of 14 shall be admitted to the Sector for active support only if accompanied by legal representatives.
Children under the age of 7 accompanied by their legal representatives shall be admitted to the Stadium free of charge provided that such children do not occupy a separate seat.
Persons under the age of 16 shall be prohibited from visiting the Stadium without being accompanied by their legal representatives at the Matches ending after 22.00 in the period from September 1 to May 31 or after 23.00 in the period from June 1 to August 31.
Legal representatives shall be responsible for the safety of the children they accompany.
31. It is not allowed to take food and drinks, glass containers and bottles, thermoses and flasks, masks, helmets, as well as any other means of disguise or items specially designed to make identification difficult, moving and gliding aircrafts and their models to the territory of the Stadium (gliders, drones, kites, etc.). The decision on whether an item is prohibited from being taken to the Stadium or not shall be made by the organizer.
32. The organizer of an official sports competition or authorized third parties shall be entitled to take photos and videos of spectators at the Matches with further use (including the transfer of the right to use to third parties) of the received materials in whole or in part without restrictions on time, territory, methods of use, in the media, on the Internet, in the official accounts of the Club teams (Vkontakte, Instagram, Twitter, Facebook), inter alia for advertising and marketing purposes without additional approval and any compensation.
33. Spectators at the Stadium shall not be allowed to take, transfer, distribute (as well as facilitate to take / transfer / distribute), in any way, photos, audio, video recordings of the Match without prior written permission from the organizer of the official sports competition, except for photos and videos with subsequent use exclusively in personal non-commercial purposes.
34. It is forbidden to resell entrance tickets, as well as to use them as prizes, an integral part of service packages, including in draw games, promotional events, as well as in other commercial and advertising purposes without prior permission from the organizer of an official sports competition.
35. Spectators who have committed violations of these Rules may be subject to claims by the organizer for compensation / reimbursement of fines paid due to such violations, in accordance with the established standards of the RFU and UEFA. Spectator’s violations for which the Club teams may be sanctioned by the authorized bodies of the RFU and UEFA, as well as the amount of such sanctions and the procedure for their imposition see on the website of the RFU (www.rfs.ru) and UEFA (www.uefa.com)

36. In case of violation of these Rules, the organizer shall be entitled to cancel the ticket / season ticket, withdraw the ticket / season ticket from the spectator and deny the specified spectator access to the Stadium. In this case, the spectator, upon his/her application, shall be reimbursed for the cost of the unused part of the season ticket or ticket with deduction of the cost of the services rendered under such a season ticket / ticket, as well as the expenses incurred by the organizer. Therewith, if an administrative ban is imposed on the spectator to visit the venues of official sports competitions on the days of their holding, the season ticket / ticket shall be canceled without reimbursement of its cost.
37. By attending the Match, spectators recognize and voluntarily accept all the risks associated with attending the Match (the risk of accidents, the risk of damage to property, as well as other risks that cannot be foreseen or predicted). The organizer, the Stadium, as well as their officials shall not be liable for the claims of spectators related to attending the Match, except for cases provided for by the legislation of the Russian Federation. 
38. These Rules shall be entitled to unilaterally amended by the organizer at any time to the extent that it does not contradict the legislation of the Russian Federation. Amendments shall come into force upon their posting on the official website of the Club http://www.fc-zenit.ru, unless otherwise specified in the Rules.
